Minimum Minimum Not Working in Lists

I flagged a few cards as in a worse condition, and those cards were not considered owned on a list that included them.

Even after setting the condition minimum on my list to damaged, the list seems to only count near mint cards when considering completion.

The attached screenshot shows a card I have flagged as Heavily Played, and the same card marked as Missing in the list. The list’s Minimum Condition is set to Damaged.
